Former Durham District School Board Elementary School Site to be Sold

The Durham District School Board (DDSB) will commence the Provincially-mandated process of selling its surplus site, Florence M. Heard PS.  The school was declared surplus on November 16, 2015, and the announcement and beginning of the public process were announced at the November 20, 2017 Board Meeting.

The school was closed because of the previously held yearlong Accommodation Review Committee processes, which followed Provincial guidelines and included extensive public consultation.

Under the process to sell the properties, a 180-day period commences during which the Board must offer the properties at Fair Market Value to the following bodies, in order: French Public, French Catholic, and English Catholic school boards; Section 23 Agencies; Consolidated Municipal Service Managers; local English and French language colleges and universities; Children's Mental Health Lead Agencies; Local Health Integration Networks; Board of Health; Province of Ontario;  local municipality, in this case Town of Whitby; the local upper-tier municipality, in this case the Region of Durham; Indigenous Organizations and the federal government.

Should none of those organizations declare their intent to purchase the site in the time frame, the property is then offered for sale on the open market.

The 180 days began on November 21, 2017 and will end on May 21, 2018. In keeping with the terms of the process, official letters will be sent to the organizations listed above.
