The Durham District School Board supports that the primary purpose of assessment and evaluation is to improve student learning. (Growing Success, Assessment, Evaluation and Reporting in Ontario Schools 2010) where all students have opportunities to achieve success. 

Assessment, evaluation and reporting practices and procedures will be fair, transparent, equitable and consistent across the district. Evaluations will be based on evidence of t student learning. Evidence of student achievement for evaluation is collected over time from observations, conversations and student products. These practices will be clearly communicated to students and parents/guardians. (Growing Success, Assessment, Evaluation and Reporting in Ontario Schools 2010)

1. Working collaboratively with school communities a determination will be made as it relates to the lower limit of the range of percentage marks below 50 per cent that teachers may record on the report cards of students in Grades 9 to 12. (Growing Success, Assessment, Evaluation and Reporting in Ontario Schools 2010) 
2. The lowest possible mark recorded on the first Provincial Report Card (mid-term) and on the final Provincial Report Card for Grades 9 to 12 in each semester is 0%.
