Special Occasion Permits at the Education Centre and Board Approved Schools Regulation

Special Occasion Permits for the serving of alcohol at the Education Centre may be obtained under the following conditions:

1.1 Special Occasion Permits:

If alcoholic beverages are to be served at a special event at the Education Centre, a Special Occasion Permit must be obtained from the Liquor Licence Board of Ontario by the individual or group hosting the event. The individual or group is legally responsible for the event.

1.2 Event Restrictions:

No alcoholic beverage shall be allowed at any function involving students, with the exception of adult students at the Durham Alternative Secondary Education School, or at any function held during the regular school hours of the Sinclair Secondary School. Serving alcoholic beverages for private profit, such as an association fund raising event, shall not be permitted.

1.3 Community Use of School Application:

A general application for the use of the facility must be made according to the "Community Use of Schools" Policy. 

Only schools approved by the Board shall be considered under this regulation. To date, Scott Central Public School is the only school where such approval has been given.

2.1 Any school on the list of approved schools must have the consent of the Board.

2.2 Serving of alcoholic beverages is permitted for events held at Board Approved Schools when the community use facility is reserved for use by the municipality. In this case, the municipality shall be considered to be responsible for the premises and any event held on the premises.

2.3 All conditions which apply to the Education Centre shall apply to events serving alcohol at Board Approved Schools

3.1 Approval of the Community Use of Schools Co-ordinator must be obtained for hosting an event at which alcoholic beverages are to be served.

3.2 A Special Occasion Permit from the Liquor Licence Board of Ontario must be obtained by the group or individual hosting the event and presented to the Community Use of Schools Co-ordinator ten days prior to the event

4.1 Alcohol shall be served only under the authority of the Special Occasion Permit. The conditions outlined for Special Occasion Permits shall be strictly adhered to. (See Appendix A)

4.2 The permit holder is responsible for the safety and sobriety of all guests. In the case of inappropriate conduct, there shall be an immediate cancellation of the permit and any future permits. "The Responsible Host" guideline prepared by the Liquor Licence Board of Ontario must be followed by the permit holder.

4.3 The permit holder is responsible for compliance with all laws and regulations. The permit holder must ensure that steps have been taken to provide sufficient supervision of the event and trained servers. Food and non-alcoholic beverages must be served.

4.4 The permit holder is solely responsible for claims arising out of improper supervision, and further agrees to indemnify and save harmless the Board from all claims against person or property arising therefrom.

4.5 Removal of alcohol from the premises shall be the responsibility of the permit holder and must be completed within 30 minutes of the expiry of the permit.
