1.0 The Board, upon request by its officials, in relation to a specific project may authorize the Contractor to proceed with required Shop Drawings for such project, while the Board is waiting for Final Approvals to be obtained, on the understanding that if the Contractor does not enter into a Contract with the Board, he will be paid for out-of-pocket expenses. Such drawings will become the property of the Board. If approvals are obtained, and the project does proceed, this work is considered to be part of the tendered price and no additional payment is forthcoming to the Contractor. This is not an authorization for the Contractor to place orders for materials or for their fabrication.
