Placement of Students In The Care Of Children's Aid Societies Procedure

In registering students in Durham schools who are in the care and custody of Children’s Aid Societies, every effort will be made to maintain regular, open and on-going communication among all individuals involved. It is the intent of the following guidelines to facilitate the successful transition for the student and the appropriate educational placement.
Guidelines for Admittance
- The student is taken to the local school to be registered by the foster parents, C.A.S. worker or group home staff.
- The completed pre-registration information package (see appendix) is to be presented to the Principal/designate upon initial registration.
- The Principal/designate will contact the sending school to confirm educational information necessary for appropriate placement.
- It is expected, that in most cases, students will be placed in the home school as soon as possible.
- If the student has high needs with identified behavioural concerns and requires additional support services and/or special placement, school placement may be delayed.
- A case conference will be held as soon as possible to develop an educational plan; this conference will include the C.A.S. worker, foster parent/group home staff, school board personnel. The C.A.S. worker will provide signed consents for disclosure of all relevant educational/placement information. Behaviours which may potentially present a risk to self and/or others will be discussed.
- In extraordinary cases where a case conference cannot occur in a timely manner, a conference call will be arranged and should include the above parties. The intent will be to develop an interim plan which will include placement until a case conference can occur.
- Interim educational measures may include partial day, home instruction.
- It is recommended that a case manager be identified at the initial case conference so that subsequent meetings will occur in a timely fashion to facilitate open communication and decision-making.
