Student Achievement Plan

As part of the Better Schools and Student Outcomes Act (2023), each year, Ontario school boards develop and share a Student Achievement Plan that identifies how it will improve outcomes for all students. Each board is required to use a common template to share their goals, key actions, and progress indicators.

Your feedback informs our plan! The draft 2026-2027 Student Achievement Plan builds on what we have learned this year and outlines our plan for continued focus on improving student achievement, well-being, and engagement across all schools.

Together, we are creating conditions for learning where every student feels a sense of belonging, is supported in their well-being, and is able to succeed.

Background about the SAP

The Ministry SAP framework is built on three core priorities:

Core Academic Achievement

Ensuring all students build strong foundational skills in literacy, numeracy, and other core academic areas.

Preparation for Future Success

Equipping every student with the skills, experiences, and supports needed to confidently transition to their next step –  whether postsecondary studies, apprenticeship, employment, or community contributions.

Engagement and Well-Being

Creating safe, inclusive, and welcoming environments where every student experiences belonging, connection, and support for their mental health and well-being.

2025–2026 Student Achievement Plan Outcomes

Strengthening Literacy and Mathematics

We are strengthening instruction across all grades through structured literacy, explicit teaching, and small-group instruction. Educators are using assessment data and ongoing progress monitoring to provide targeted, responsive support for students.

Providing Timely and Inclusive Supports

We are prioritizing early identification and intervention through flexible grouping, tiered supports, and small-group instruction. Students are receiving support in real time to ensure learning continues without delay. 

Creating the Conditions for Learning

We are strengthening inclusive, identity-affirming classrooms where students feel safe, valued, and connected. This includes expanding student voice, affinity spaces, and Universal Design for Learning practices.

Supporting Attendance, Engagement, and Well-Being

We are monitoring attendance and engagement, strengthening re-engagement strategies, and expanding access to mental health supports to ensure students remain connected to learning.

Strengthening Communication and Partnerships

We are improving how we communicate with families using clearer, more accessible language, and expanding opportunities for engagement and partnership in student learning.

Expanding Pathways and Real-World Learning

We are increasing access to co-op, Specialist High Skills Major (SHSM), Ontario Youth Apprenticeship Program (OYAP), and experiential learning opportunities, while strengthening partnerships with community and industry.

Expanding Land-Based and Indigenous Learning

We are working in partnership with Elders, Knowledge Holders and Indigenous community members to expand land-based learning experiences that honour Indigenous knowledge and ways of being.
