Education Development Charges
The Education Act and Ontario Regulation 20/98 provides school boards, across the province of Ontario, with the authority to imposed Education Development Charges (EDCs). Durham District School Board has had an EDC By-law in place since January 1, 1995. The current EDC By-law is the seventh By-law approved by the Board.
EDCs provide a source of funding for growth-related education land costs which are not funded by capital grant allocations under the Province’s capital funding model.
EDCs are imposed on all development and redevelopment of lands as outlined in the EDC By-law.

Durham District School Board and Durham Catholic District School Board 2019 EDC By-law The Durham District School Board and the Durham Catholic District School Board each passed an Education Development Charges (EDC) By-law on April 10, 2019 and April 15, 2019 respectively, which came into force on May 1, 2019. This notice is to advise that the per residential dwelling unit EDC rate, including any outstanding EDC forms, will be increasing effective May 1, 2020, as shown in the table below.
